The Culture was a major Involved polity in the Milky Way. Its relied heavily on Minds for direction and infrastructure maintenance, and had an interventionist foreign policy.

The available technology eliminated concerns of resource scarcity. Energy was readily available from stars or the Grid. Matter was abundant from stellar bodies. Orbitals were a mass-efficient way of providing extravagant living space.^[1]

The abundance of resource and the efficient allocation by machines allowed for the abolishment of money, essentially a system of rationing.^[1]
