The Technology Transfer Oversight Board of the Galactic General Council extant by the 29th century CE. It regulating the transfer of technology between civilizations at different stages of development.[1]
The Board supported galactic interpolity treaties which were designed to prevent over-runging. The Board accessed the Use and Ownership Contracts which formalized transfers.[1]
