A Neutral Foundations of the Galactic General Council managed pan-cultural monuments which might not belong to any polity.[1]
Xown, being home to the Girdlecity, was scheduled to be governed for by a Neutral Foundation in the c. 24th century CE; control would be assumed from the polity of the Gzilt, which was Enfolding. The transfer of governance would allow non-Gzilt to immigrate to Xown.[1]
