In the Culture, the term "Age of Scarcity" described a primitive stage of socio-economic development. During this stage, necessity required individuals to devote most of their time to creating wealth for themselves and society. Money was an essential form of exchange, and holidays meant time spent away from one's usual area of residence.[1]
